Sure. A vest works well. Everything you have to do, at least, floats down into the water and connect with fins. It's a strange feeling of breathing through the tube, however, and if you feel uncomfortable in the water can be a little scary.
Many might look more closely at the diving, to enjoy but not necessary to it. But yes, if you're not a good swimmer, wear a vest without a doubt.
